## What it is and how it works

Three levels are worth distinguishing. Digitisation converts analogue information into digital data, such as scanning paper invoices. Digitalisation uses those technologies to carry out an existing process differently, for example signing contracts online or managing orders with software. Digital transformation goes further, rethinking the business model, culture and customer relationships around what technology makes possible.

In practice, a company can be highly digitalised without having transformed. The European Commission tracks countries’ progress with indicators on connectivity, digital skills, business technology use and digital public services under its Digital Decade programme.
