## From climate phenomenon to structural risk

The climate emergency is no longer defined only by an accumulation of natural disasters, but by the deep and sustained disruption of the balances that have allowed our societies to be stable. We are no longer talking about a predictable, gradual phenomenon, but about a natural system that is responding quickly, and sometimes unexpectedly, to decades of human pressure on its limits.

Its complexity lies in the fact that it cuts across everything, interacting with the economy, geopolitics, food security and public health. Today’s institutional and productive architecture is designed for a stable climate; faced with a changing environment, these structures show vulnerabilities that were not visible before. The problem is not only the scale of the change, but also the speed at which it erodes our capacity to respond.

Meanwhile, solutions are slowed down by political inertia, corporate resistance and a public narrative that, far too often, reduces the climate emergency to just another slogan. People talk about transition, but act as if time were unlimited. That gap between words and action is, in itself, a risk factor that amplifies the consequences.

Added to this picture are growing migration flows and refugee crises, which show how violence, collapse and inequality cross borders, causing mass displacement that barely manages to trigger collective action. This new framework forces us to live with a high and constant level of uncertainty, where planning must adapt to more volatile scenarios and ever more complex interactions.
