What is Google disavow tool?

An advanced function of the Google Search Console tool, which allows incoming links to a website to be selectively disavowed or rejected where these are considered to be artificial or fraudulent, such as link farms or low-quality directories. This function instructs Google not to take into account certain links when evaluating a website, although the search engine advises using it with great care because it can affect the ranking of the website.
